Our Members and 24 offices work together through peer exchange, partnerships and capacity building to create systemic change for urban sustainability. ICLEI World Secretariat is based in Bonn, Germany, ICLEI East Asia Secretariat operates in Seoul, South Korea, and ICLEI East Asia Secretariat Beijing Office (Beijing Office) was established in March 2018, with an aim to promote holistic, harmonious, inclusive sustainable development and eco-civilization at the local level. The Beijing Office particularly supports the efforts of Chinese local governments in developing low-carbon, resilient and eco-friendly cities, at the same time driving a green and circular economy.
Vacancy: Program Officer (Sustainable Urban Systems)
招聘职位:项目官员(可持续城市系统) Responsibilitieso Responsible for the implementation of ICLEI’s urban projects in China, particularly the implementation of the related tasks under the project Urban Rural Assembly (URA) (Research and Development Phase (2021-2024)) of URA is a Sino-German project studying the sustainable transition of urban-rural interface in China. Tasks including:
- Incorporating Chinese governance and policy framework into interdisciplinary research
- Disseminating and connecting interdisciplinary URA research findings and development approaches with relevant policy stakeholders across China through the organisation and implementation of a series of Science-Policy Dialogues;
- Strengthening the horizontal knowledge transfer through studying two Chinese observer cities closely linked with the facing challenges in URA case study region Taizhou-Huangyan.
o Analyzing China’s urbanisation process and its impact on urban sustainability, and actively exploring emerging (cross-cutting) project opportunities in order to synergize with ICLEI’s programs and projects under its five development pathways, particularly the integration of local governments’ urbanisation strategy and urban spatial planning with related policy areas such as nature (urban biodiversity) conservation and resilient city etc.
o Providing support in implementing other related project and activities including:
- Assisting cities to better navigate sustainable urban transitions and green growth, by helping them exchange knowledge and discover new solutions, e.g. through implementing projects like the Urban Transition Alliance
- Promotion and project development related to the Sustainable Development Goals (SDGs) with Chinese local governments
- Localizing ICLEI’s initiatives on sustainable mobility and green logistics in the Chinese urban development context and facilitating regional cooperation
- Supporting the country coordinator of the Global Environment Facility (GEF-7) Sustainable Cities Impact Program in China, supporting GEF cities on developing and implementing green urban strategy
o Communicating with government agencies, non-governmental organizations and other partners in the region to foster partnership and membership development
o Supporting project specific resource mobilization and strategy development
o Working in close cooperation and coordination with the ICLEI East Asia Secretariat based at Seoul
Requirementso have an excellent command of Chinese and English language
o have a master degree in urbanization, urban planning, sustainable urban development or another subject relevant to the position
o have at least three years of working experience in a relevant field of urban planning and/or specified in the project activities, with preference to previous experience in international entities and/or with local governments
o Have good skills on external communication and networking, and good at team working and time management
o With innovation, self-initiative, critical analysis and problem solving skills
Terms and conditions
o The position is available immediately at the ICLEI East Asia Secretariat Beijing Office in Beijing, China.
o International travel will be required on occasional basis; communication with partners around the world may require work during unusual hours
o Working languages: English and Chinese
o Chinese passport holder
