process有“过程、进程”的意思，也有“（处理）流程/方法/方式”的意思。

如果是过程/进程，那么it is predominantly the process的含义就应该理解为（一个城市随时间形成的）一系列过程中占据主要地位的那个过程。

如果理解成“流程/方法/方式”，it is predominantly the process的含义就是只在众多的城市形成流程中，占据主流的流程。

因为没有上下文，不确定是哪一个。我脑补觉得原文大概是与其它城市形成流程/方式比，而不是与一个城市形成中的不同阶段比。
