路透社在去年11月就报道了央行准备罚款蚂蚁集团的消息,而且数目(10亿美元)及时间(最快明年二季度)都相当准确。
路透社的报道援引了多达6名匿名消息来源人士,看来这些国际大媒体还真是有渠道、有手段。

2020年7月下旬,蚂蚁集团宣布启动上市,10月下旬,证监会便同意蚂蚁集团科创板首次公开发行股票(IPO)注册。
根据当时的招股书,蚂蚁集团计划筹资金额高达2600亿人民币,总估值达2.1万亿元。这一当时全球最大规模IPO,从起跑到获批,用时仅三个月。
按原定计划,蚂蚁集团将于当年11月5日在上海与香港同步上市。然而,11月2日晚,中国人民银行等四机构约谈了当时蚂蚁集团实际控制人马云、董事长井贤栋、总裁胡晓明。次日,上交所叫停了蚂蚁集团A股上市计划,随后在香港联交所H股同步上市的计划也暂缓。此后,蚂蚁集团进入整改治理。
目前看来,市场对于蚂蚁短期内重启上市并不乐观。“利空落地并不意味着蚂蚁可以恢复上市进程了,发行条件里有不存在重大违法违规情形的要求。”前券商资深人士、保荐人王骥跃表示。
据阿里巴巴2023财年年报数据,蚂蚁集团在2022年为其贡献了102.94亿元利润,同比下降约57%;2023年初,有报道称美国资产管理公司富达投资将蚂蚁集团估值削减至638亿美元(合人民币约4600亿元),较其原IPO估值缩水超70%。

去年这个时候(2022年7月21日),网信办曾对滴滴处以80.26亿人民币罚款,且对滴滴董事长兼CEO程维、总裁柳青各处人民币100万元罚款。
更早之前(2021年4月10日),市场监管总局对阿里巴巴集团处以其2019年中国境内销售额4557.12亿元4%的罚款,合计182.28亿元。
2020年10月26日,蚂蚁集团离上市就差“临门一脚”,发行价、中签号、挂牌时间都公布了,却在上市前3天,突然被叫停。
三次约谈、暂缓上市、整改工作组,就连蚂蚁集团旗下的哈啰出行也取消赴美IPO。
今年1月,马云在蚂蚁集团的投票权从53.46%下调为6.2%,阿里巴巴或任何其他股东均不控制蚂蚁集团。

有多位消息人士指出,大陆监管机构准备对蚂蚁集团处以超过10亿美元的罚款,显示对于蚂蚁集团长达2年的监管整顿即将进入尾声。蚂蚁集团遭巨额罚款的理由是涉嫌“资本无序扩张”,以及非核心业务肆意扩大,带来相应的金融风险。这是去年7月滴滴出行因违规使用客户数据遭大陆国家网信办罚款80亿元人民币以来,对内地互联网企业的最大一笔罚款。
消息人士向路透社表示,2020年11月蚂蚁集团IPO被否决后,央行一直推动蚂蚁改革,上述罚款准备工作由人民银行进行。消息人士说,在过去几个月,人民银行一直就罚款问题与蚂蚁进行非正式沟通。央行亦会与其他监管部门商议以落实罚款金额及细节,最快明年二季度公布相关处罚。

HONG KONG, Nov 22 (Reuters) - Chinese authorities are poised to impose a fine of more than $1 billion on Jack Ma's Ant Group, said six sources with direct knowledge of the matter, setting the stage for ending the fintech company's two-year long regulatory overhaul.
The People's Bank of China (PBOC), which has been driving the revamp at Ant after the Chinese firm's $37 billion IPO was scuttled at the last minute in 2020, is the regulator that is readying the fine, said five of the sources.
The central bank has been in informal communication with Ant about the fine over the past few months, said three of the sources. It plans to hold more discussions with other regulators about Ant's revamp later this year and announce the fine as soon as the second quarter of next year, said a source.
Ant's fine would be the largest regulatory penalty imposed on a Chinese internet company since ride-hailing major Didi Global was fined $1.2 billion by China's cybersecurity regulator in July. The firm's affiliate, e-commerce titan Alibaba Group (9988.HK), last year received a record fine of 18 billion yuan ($2.51 billion) for antitrust violations.
All the sources spoke on the condition of anonymity as they were not authorised to speak to the media.
The penalty on Ant, however, is unlikely to be finalised till China appoints a number of top officials at the State Council and other government bodies next year, said four of the sources. The central bank's chief, Yi Gang, 64, is likely to step down as he nears the official retirement age of 65 for minister-level officials.
The central bank's local branch in the eastern city of Hangzhou, home to Ant's headquarters, received the firm's application to set up a financial holding company in June, two of the six sources and a separate person said. The PBOC, however, is unlikely to formally disclose the application till Ant wraps up its revamp, added the sources.
