because reform is very often a rather radical approach
aiming to change the status quo. and it often conflicts with
people's vested interests and long-held ideologies.
most of the people who have vested interests in the
system hope to maintain the status quo, so as to protect
such interests as well as beliefs. and it is exactly
these people who have an upper hand in the system: they
have power, resources, influences to prevent the reform
from being undertaken. and this is the simplest reason
to explain why so many reforms in history had not been successsful
