多亏了你的提醒。我发现我的 orange pi 默认是没有中文的 locales 的。

后来也不知道怎么弄，安装 fcitx-tools 和 fcitx-ui-light 以后就搞定了。

有一定的可能性是 ui-light 没有被启用。正常安装 fcitx 之后应该启用一个 UI 的，但不知道为什么我的系统上面没有。
