Beijing Declaration of the Ministerial Conference on Global Dialogue among Civilizations

1. We, political party dignitaries, government ministers and representatives from all walks of life from more than 140 countries, held a ministerial conference on global dialogue among civilizations in Beijing, China on July 10-11, 2025, and had in-depth exchanges around the theme of "safeguarding the diversity of human civilizations and promoting world peace and development together" and reached broad consensus.

2. We believe that diversity is the basic feature of the world and the charm of human civilization. Every civilization has its own unique and irreplaceable value. Different civilizations have jointly created a colorful garden of human civilization. Civilization is colorful because of communication and develops because of mutual learning. Civilization exchange and mutual learning is an important driving force to promote the progress of human civilization and the peaceful development of the world. Different countries and ethnic groups should uphold equality and respect, support each other's independent choice of development paths and models, jointly safeguard the diversity of civilizations, and promote exchanges and dialogues among different civilizations, tolerance and mutual learning, and harmonious coexistence.

Third, we see that the current international situation is chaotic and intertwined, geopolitics and camp confrontation are surging, unilateralism and protectionism are growing against the current, global economic development has suffered multiple shocks, the technology gap, digital gap and intelligence gap are still widening, the climate change crisis is becoming increasingly severe, and the challenges facing the development of human civilization are more complex and changeable. All countries should jointly safeguard the purposes and principles of the Charter of the United Nations, establish a civilized concept of equality, mutual learning, dialogue and tolerance, pursue the values of peace, development, fairness, justice, democracy and freedom, deepen exchanges and cooperation, expand mutual learning and learning, work together to meet global challenges and promote world peace and development.

4. We believe that different civilizations condense the intellectual creations of people of all countries, and they keep pace with the times and complement each other, which together constitute the precious wealth of human civilization. Every civilization represents the spiritual blood of a country and a nation, and should be continuously developed through inheritance. We are willing to jointly promote the inheritance and innovation of civilization, strengthen exchanges and cooperation in the field of cultural heritage protection, inherit rich and diverse historical and cultural heritage, protect the achievements of human civilization, and promote the creative transformation and innovative development of excellent traditional cultures in various countries.

5. We believe that strengthening people-to-people exchanges and cooperation is an effective way to eliminate cultural barriers and misunderstandings and promote human beings to work together to meet global challenges. We call for increasing people-to-people exchanges between countries, expanding exchanges and cooperation in education, science and technology, culture, academics, think tanks, media, youth, tourism, sports and art, promoting friendly exchanges between localities, enhancing people's hearts and deepening mutual understanding and trust.

6. We are willing to take this ministerial conference on global dialogue of civilizations as an opportunity to continue multi-level and multi-field dialogue of civilizations, further enrich the exchange content, expand cooperation channels, improve the mechanism and platform, explore the construction of a global network of dialogue and cooperation of civilizations, stimulate the inexhaustible motive force of civilization progress and jointly draw a new picture of human civilization.

7. We sincerely thank China for its great efforts in hosting this conference, appreciate its important contribution to deepening exchanges and mutual learning among civilizations, and are willing to work with China to implement the global civilization initiative and make positive contributions to promoting the common prosperity of world civilization and building a community of human destiny.
