1. 项目背景
根据2004年12月与2006年9月中意两国政府签订的谅解备忘录规定，意大利政府承诺向中国政府提供一定数额的软贷款，用以支持中国中西部省份在医疗、环境及文物保护三领域的发展。为了便于上述三领域合作项目有效执行，中华人民共和国财政部和意大利外交部发展合作司共同组建了中意发展合作项目管理办公室（简称“中意办”）。中意双方的工作人员将负责确保项目的正确实施，协调和确保中央和地方政府职能部门与意大利合作发展司之间的有效沟通，挑选符合贷款条件的相关项目，并为项目推进提供必要的技术支持。
中意发展合作项目之环保项目的目标是为限制环境污染并把环境污染降低到国际统一标准内而努力。同时致力于促进自然资源的可持续性开采与生态环境相协调，使其与国家制定的社会经济目标相一致，以达到国际标准水平。中意发展合作项目之环保项目对保护、恢复及维护以下资源的项目进行资助：
- 土地资源
- 水资源
- 大气资源
- 生物多样性
- 动物的饲养及屠宰技术
2. 工作内容
中意办招聘污水处理技术专家，对安徽两个城市的污水处理建设项目进行项目开发及前期评估。两项目均位于长江一级干流集水区，项目地点的生活污水未经处理直排入河，造成水体污染。 两地方政府为削减水体污染，拟建污水处理厂两座及分散式污水处理系统若干处。
聘请的污水处理技术专家职责如下：
1) 根据中意发展合作项目要求从相关性、可行性与可持续性三各方面对项目进行前期评估；
2) 在项目评估基础上对其《项目可行性研究报告》的完善予以指导；
3) 对项目建设中采购的设备及培训给出建议
3. 专家要求
1) 环境工程/水资源管理/污水处理工程专业背景
2) 有6年以上污水处理项目设计/施工工作经验
3) 熟悉中国水资源管理或污水处理领域相关政策
4) 熟悉分散式污水处理、集中式污水处理各类工艺及相关设备
5) 可使用英文交流
6) 了解国外（尤其是意大利）污水处理设备者优先
7) 有国际合作发展项目经验者优先

领域专家的咨询服务薪酬为1000欧元，包括：

评估期间的交通食宿费用由中意办另行支付

Five Days Consultancy
(Sewage Treatment Background)
1. Background
According to the Memoranda of Understanding between the Chinese Government and the Italian Government dated December 2004 and September 2006 respectively, the Italian Government commits to provide an amount of soft loan to assist the development in sectors of health, environment and cultural heritage in central and western provinces of China. In order to facilitate the implementation of projects in the above three sectors, the Ministry of Finance of the People’s Republic of China and the Ministry of Foreign Affairs of the Italian Republic jointly set up a Sino-Italian Development Cooperation Programmes Implementation Unit (hereinafter “PIU”). Personnels of both Chinese and Italian sides are in charge of the proper implementation and coordination of projects, assuring effective coomunication between relevant Chinese authorities of central and local levels and Italian Ministry of Foreign Affairs, as well as selecting eligible projects and providing necessary technical assistance to promote the projects.
The Sino-Italian Development Cooperation Environmental Program aims at reducing environmental pollution to meet the international standard, promoting sustainable exploitation of natural resources and harmonious ecological environment, which shall meet the national socio-economic standards and international standards. The Sino-Italian Development Cooperation Environmental Program will provide aid to projects in order to protect, restore and sustain the following resources:
- Land
- water
- air
- biodiversity
- promoting animal-friendly practices and technologies in animal raising and slaughtering
2. Job Descriptions
The technical expert PIU intended to recruit will appraise the two sewage treatment construction projects located in two cities of AnHui Province. The two projects are in catchment areas of main stream of Yangtse River, where daily waste water is discharged into the river without any treatment and thereby causing water pollution. Governments of two cities plan to build two sewage plants and several sewage systems to reduce water pollution.
The responsibilities of technical expert are as following:
1) Appraisal the projects in terms of relevance, feasibility and sustainability according to PIU’s requirements;
2) Technical assistance to the Projects feasibility Study Report based on the appraisal;
3) Suggestions on equipment list and training plan.
3. Requirements for Expert
1) Major in Environment Engineering/ Water Resource Management/ Sewage Treatment Engineering
2) Above 6 years experience in Sewage treatment project design/ sewage treatment project construction.
3) Familiar with China’s policies in the field of water recourse management or sewage treatment.
4) Familiar with techniques and equipments in decentralised and centralised sewage treatment systems
5) Proficient in English communication.
6) Familiar with foreign sewage treatment equipment (particularly Italian equipment) is preferred.
7) Experience in international development cooperation projects is preferred
4. Expecting Outcomes
4.1 to finish Project Appraisal Report ( English version and Chinese Version), which includes:
• Projects Background
• Projects Content
• Projects Technology Analysis
- Analysis on relevance;
- Analysis on feasibility;
- Analysis on sustainability;
• Guarantee for projects implementation
• Conclusion and suggestions
4.2 to form the equipment list with the end-user and the design institute (draft)
• names and functions of equipments
• quantity
• estimated price
4.3 to form training plan with end-user and the design institute (draft)
The report mentioned above should be submitted to PIU within 15 days after the on-site appraisal is finished.
5. Time of Work
April 19 -23, 2010 (might be extended if necessary)
6. Payment
The total amount of the consultancy fee will be equal to EUR 1,000, and this includes:
• participation to the on-site appraisal (5 days)
• assistance to the End-User and PIU in the appraisal of the project
• assistance to the End-User and PIU in the identification of necessary technology and capacity building related to the project
• drafting of the project appraisal report
All the expenditures related to board, lodginf and transportation will be covered separately.
