简单分析下来，可能根本的问题还是策略，我觉得应该是这个策略：
1、bind with ip v4 and connect first
2、if timeout，then try bind with ip v6 and connect
3、if timeout，then upstream to another proxy
所以，策略上应该有两个timeout，然后成功后将其cache，毕竟每个人访问的网站是有限的，不需要维护一个巨大的pac数据库。
