有SCI指标也是可以的,但是郭嘉要知道,论文有其游戏规则,虚问题假问题也可以发论文,而且快,难问题不碰,太费事。
所以你一味 惟论文是不行的, 必须给与真实成果和难题破解(行业给出) 予优先通道,优先上职称和帽子, 才会拉住高校往真问题上靠一点。
否则,就完全异化了,成为脱离实际的虚问题大竞赛。

国家这个概念太大了,说这些都没用。目前科技建宇这块不就是顶层那帮人说了算,最主要的是目前把持教育科技的那帮人也都是早期刷论文上去的。他们为了维持目前状态,都是欺上瞒下出些对自己有利的政策。有些事情最顶层那帮人根本不知道,更不说出对应的政策了。就算知道,目前这状态可能也无暇顾及
