不发低的是因为有人替他发低的。比如一个院士团队里，嫡系发高分的，非嫡系发低分的。这种说法的目的就是直接打掉非嫡系翻身的可能。你辛辛苦苦在帮嫡系发低分文章的同时挤时间发了篇高分的。人家还说你文章平均质量不行。
