Both structures are commonly used. They do not, however, mean the same thing.
I'll have someone clean the classroom. = I will go and ask/require/force/persuade/whatever someone to do that.
I have someone to clean the classroom. = I have someone (available) to clean the classroom. I am simply telling you that I don't do it myself but that there is someone who does it for me.
