KLM官网这么说：

注意：“renewal programme”和“to support cleaner, quieter, and more efficient。。。”

我不觉得新闻里把“renewal programme”理解为“replace”有什么问题。本来，renewal也好，replacement也好，都是说要逐步更替而已。中文转述把programme说计划也没有问题吧？

当然这里引用的文字没有任何人说是因为安全问题弃用波音，明说的主要是因为燃油效率。

但是，你说的标题党似乎是你脑补太多了。
