Job Vacancy: The QNNP Pendeba Society is looking for a Program Associate
Title: Program Associate - The QNNP Pendeba Society
Location: Based in Tingri and/or Zhangmu, Tibet
Responsible to: Executive Director of the Pendeba Society
Introduction:
"Pendeba" is a Tibetan term referring to volunteer community-service
workers.
The Pendeba Society, founded in 2009, is the first non-profit organization to
be created in the Tibet Autonomous Region of China. It is registered in the
Civil Affairs Bureau of the Shigatse Prefecture Government with support from
the Management Bureau of the Qomolangma (Mt. Everest) National Nature
Preserve (QNNP). It is also one of the few groups that are able to do survey
work at the community level in the QNNP region. The Pendeba Society is the
local incarnation of a program begun in 1994 by Future Generations, an
international NGO focused on conservation and community development. The
earlier Pendeba Program was developed in response to the growing need for
local participation in the protection of the Qomolangma National Nature
Preserve in the Mt. Everest region. The program was part of a new approach
to protected area management that saw local inhabitants of the newly
created protection zone trained to be preserve wardens. At present, the
Pendeba Society works on projects that attempt to enhance vocational
education within local communities in QNNP, promote sustainable rural
development in the Mt. Everest region, empower local women, and
strengthen civil society in the Tibet Autonomous Region.
Position Summary:
The Program Associate will work closely with the Executive Director, Program
Manager and other staff at the Pendeba Society. Primary responsibilities
include managing and coordinating the projects undertaken by the Pendeba
Society in QNNP. He/she will be responsible for the planning, executing, and
managing the training and other community development projects; maintain
relationships and coordinating with local implementing partners and
communities to achieve project objectives. The Program Associate will also
be responsible for supporting outreach and communication activities as
required of the projects.
Major Responsibilities:
Develop and plan proper project components that are in line with the
Pendeba Society’s overall approaches and objectives;
Help implement and manage training and other community development
projects in QNNP;
Coordinate with project partners and training organizations on the
technical and logistical aspects;
Conduct primary and secondary research on sustainable rural
development, environmental protection, biodiversity conservation, climate
change adaptation for the Pendeba Society projects;
Liaise and network with partners, including government, private sector, and
individuals, as well as other like-minded NGOs for project implementation
and outreach objectives;
Ensure production of high quality and timely training activities, finance,
and other reports as required;
To undertake any other tasks, as appropriate to the post, assigned by the
Executive Director.
Qualifications and Requirements:
Education: University graduate, preferably in environment, development,
social science, business management or related field.
Work Experience:
Minimum two years experience required, including technical and
administrative experience implementing international funded development
projects in environmentally related organizations or settings;
Experience must demonstrate understanding rural development and
environmental conservation in China, preferably related to Tibetan regions;
Technical experience in designing, managing, and conducting community
development activities is highly desired;
Project management including monitoring, evaluation, data collection, and
documentation of implemented activities;
Working with multiple stakeholders and groups and facilitating exchanges
and communications amongst them.
Skills: Good management, communication, and organization skills are
essential. Basic computer skills (word processing, spreadsheets, and
databases) are required. Good English and Chinese languages.
Other: The ability to coordinate programs with partners from a broad range
of backgrounds and experiences, wiling to work in complicated physical
environment, to take initiative, work independently and as part of a team.
If the candidate who fails to meet the requirements of Program Associate,
the Pendeba Society will also consider to provide Assistant Program
Associate’s position.
Conditions of employment:
The Pendeba Society offers exciting career in civil society development,
particularly focusing on rural community development and environmental
conservation in the QNNP region in Tibet. The salary will be commensurate
with qualifications and experience. Qualified women are especially

The service contract duration will be for two years with possible extensions
under mutual agreement.
