3个审稿人，一个人给的拒绝，但这个人根本没有从技术上评估，拒的理由是参考文献引用有些问题，内容有一些copy-paste的成分；另两个应该从描述看应该给的大修（提了很多中肯的技术方面的修改建议）。所以被拒了。
拒信如下，我的疑问是“However, you may decide to resubmit the article after modifications and response to the reviewers.”这样的话是拒信的套话，还是真有希望修改后重投，然后response to the reviewers。

还有一个小问题，为什么拒信里有“(important)”？是这三个审稿人话语权还不一样，其中有一个承担最重要的评审角色吗？
