1. A video assistant referee (VAR) is a match official, with independent
access to match footage, who may assist the referee only in the event of a ‘
clear and obvious error’ or ‘serious missed incident’ in relation to:

a. Goal/no goal

b. Penalty/no penalty

c. Direct red card (not second yellow card/caution)

d. Mistaken identity (when the referee cautions or sends off the wrong player
of the offending team)

其实VAR就是在几个最基本最重要的判决上发挥作用。

比如越位，如果没进球，这次进攻越不越，裁判怎么判罚，它都不关心，这就是为什么边
裁也不怎么急着吹哨。如果进球了，那它要反复检查进球合法性。

其实这已经就是考虑比赛的流畅性了。
