排名方式


　　小组赛中，如果两支（或以上）球队积分相同，则先比较相互之间的胜负关系；如
果仍然不分高下，则再比较各队在小组赛中的净胜球，多者出线。

　　如果净胜球数相同，再比较进球数，进球多者出线。在进球数也相同的情况下，先
比较球队的预选赛积分系数（即在日韩世界杯欧洲区预选赛中的积分加上本届欧锦赛预
选赛中的积分除以总参赛场数），系数高者出线。

　　如果这样都还未能确定出线队伍，则需要两队再比较“公平竞赛积分”（由决赛阶
段得到的红黄牌数多少决定），得到的红黄牌数少的球队出线。

　　如果根据这么多规则还是难分高下，那只能进行抽签决定了。

　　当然，如果两支球队积分、净胜球和进球数都相同的球队在小组赛最后一轮相遇并
在90分钟内打平且只有一队能够出线的话，那将是直接进行点球决战。

During the UEFA EURO 2004 group stage, each team will meet their group
opponents once, with three points for a win and one for a draw. The top two
competition, with the winners advancing to the semi-finals and then the
final.

Tie breakers
If teams finish level on points, then the winner of the match between the
sides in question will finish highest, or should they have drawn, goal
difference, followed by goals scored, qualifying record for the 2002 FIFA
World Cup and UEFA EURO 2004?, a fair play ranking and finally either a
penalty shoot-out or drawing of lots.
